Weiner responded to the teen's Twitter direct message in January 2016, striking up an online relationship during which he sent her sexually explicit text messages and photos, including an image of him in his underwear next to his toddler son.

She also told investigators that she hoped "somehow to influence the U.S. presidential election, in addition to securing personal profit", the memo says.

In late October, eleven days before the 2016 Presidential election, then-FBI director James Comey sent a letter to Congress claiming that emails pertinent to the closed investigation of Clinton's use of a personal email server were found "in connection with an unrelated case", believed to be the investigation into Weiner's communication with the minor.

Weiner's sentencing hearing is scheduled for federal district court in Manhattan for September 25.

In a letter to the court obtained by the New York Times, Weiner asked Judge Denise Cote to spare him a prison sentence.

His lawyers have stated Weiner is undergoing treatment for his sex addiction and a series of tests showed he has a "mixed personality disorder" stemming from childhood trauma. There is no mandatory minimum prison sentence for the charge but prosecutors have requested sentence between 21 months and 27 months.

In his letter, Weiner acknowledged his regret for his "profound" crime.

It was shortly after that article was published that reports surfaced of a federal investigation into Mr. Weiner's conduct.

But the lawyers assert that her efforts to induce Weiner "to behave badly" did not excuse his behaviour, nor justify it. The office of Joon Kim, the acting United States attorney in Manhattan, said in Weiner's plea agreement that a sentence in the range of 21 to 27 months would be "fair and appropriate".

He added, "My continued acting out over years crushed the aspirations of my wife and ruined our marriage".

Huma Abedin, who is seeking a divorce, wrote to the judge as well, saying that she is "devastated by Anthony's actions" and understands "he must face their consequences". "With Anthony", she wrote, "I have repeatedly found myself in circumstances I never imagined".

During an investigation into Weiner's sexting with the underage girl, Comey testified later, the FBI discovered thousands of Clinton emails on Weiner's computer that were forwarded there by Abedin.

Weiner's previous sexting scandals led to his resignation from Congress and derailed a New York City mayoral bid. Mrs. Clinton has blamed Mr. Comey in part for her loss to President Trump.

His son "will forever have to answer questions about the public and private failings of his father", Weiner acknowledged in the letter.

"Seeing that Weiner is both a repeat offender - his sexting addiction cost him his job in Congress as well as a shot at becoming mayor of NY - and associated with one of the most important people in Clinton's inner circle, it is conceivable that this was a set-up from the beginning, with the objective of embarrassing the Clinton campaign", according to the WhoWhatWhy report.
