New Zealand coalition efforts intensify after final results give no clear victor

In fairness to Peters though it's not a position that many of us would relish it's a decision that the country has to live with for the next three years

Last week's election results show that rising party New Zealand First, led by outspoken Winston Peters, holds the balance of power for a coalition.

The conservative National Party finished with 56 seats, down from the 58 it held on election night while the centre-left Labour Party and the Green Party picked up a seat each to give them 46 and eight.

She said the final result meant "we have a strengthened mandate to negotiate and form a durable, stable, coalition government", and the separate talks would be "all about finding what's going to work in the best interests of all parties".

Peters has in past elections formed coalition governments with both the National Party and Labour.

But Mr English's main challenger, Labour's Jacinda Ardern, could still form government.

In the 120-seat parliament, 61 seats are needed for a ruling majority. "The results released today push us closer towards the change of government that so many New Zealanders want", said Shaw.

Winston Peters, New Zealand First party leader, has captured media attention after his outspoken comments on immigration. NZ First's 7.2 percent is down from 9 percent in 2014. Parties receive seats in Parliament in proportion to their party vote share while seats are filled firstly by winning electorate candidates and secondly by candidates on the party's list.

Over the past nine years of National government, Peters has repeatedly opined on his many "bottom lines" if he were to form a coalition government.

But some say Peters could be swayed to go to National given it would be a straightforward coalition between two parties. These may include plans to slash migration to 10,000 a year - a drop of more than 60,000; a ban on foreigners buying land, and establishment of a foreign ownership register; moving public service jobs out of Wellington to regional areas; holding a referendum on the anti-smacking law; and installing New Zealand woollen carpets in all government departments, schools and agencies.
