Keystone pipeline leak days before Nebraska expansion ruling

Workers took the Keystone oil pipeline offline on Thursday after it spilled 5,000 barrels of oil in rural South Dakota, officials said.

The company said its crews shut down the Keystone pipeline system early this morning between Hardisty, Alta.to Cushing, Okla., and a line to Patoka, Ill. and that the line is expected to remain shut while it responds to the spill.

The incident comes just days before a Nebraska public service commission is set to decide on a proposed route for the Keystone XL through the state.

A news release from pipeline-operator TransCanada indicates the company shut down the pipeline around 6:00 AM after detecting a leak.

Western Canada Select heavy blend crude for December delivery was trading at $14.50 below the West Texas Intermediate benchmark at late afternoon on Thursday, down slightly from $14.20 the day before. The estimated volume of the leak is approximately 5,000 barrels.

Keystone carries crude from the oil sands in Canada to refineries in IL and Texas, and to a distribution center in Oklahoma.

A leak and spill in southeastern South Dakota in April 2016 prompted a weeklong shutdown of the pipeline.

The 210,000-gallon spill occurred on private agricultural land in Marshall County, northeast of Aberdeen. Moreover, in the years since TransCanada first proposed Keystone XL, a National Academy of Science study concluded that tar sands spills are much more damaging to the environment and hard to clean.

The Keystone pipeline is part of a 2,687-mile system that also is to include the proposed Keystone XL pipeline.

The Keystone XL pipeline got federal USA approval in March when President Donald Trump overturned former President Barack Obama's rejection of the project in 2015.
