Schmid's report, delivered to the 14-strong executive board on Monday, was enough to persuade International Olympic Committee president Thomas Bach to take what he had previously considered to be a "nuclear option" with "too much collateral damage".

In a press release the IOC added that the Russian Olympic Committee must "reimburse the costs incurred by the IOC on the investigations and to contribute to the establishment of the Independent Testing Authority (ITA) for the total sum of Dollars 15 million, to build the capacity and integrity of the global anti-doping system". Russian Federation reportedly might boycott the games altogether.

The IOC's decision comes 18 months after it had refused an outright ban of Russian athletes at the 2016 Rio de Janeiro Olympics and told worldwide sports federations to decide individually on the participation of Russians in Brazil.

"This was an unprecedented attack on the integrity of the Olympic Games and sport".

Following the ruling, Russia's former Minister of Sport, Vitaly Mutko, and his then deputy minister, Yuri Nagornykh, have been banned from participating in all future Olympic Games despite their strong denial of the doping allegations. This opportunity was not available to the IOC prior to the Olympic Games Rio 2016. By Monday, 25 Russians had been disqualified from the Sochi Games and banned from the Olympics for life, and 11 medals were stripped.

Some had feared a repeat performance from the International Olympic Committee on Tuesday, despite a second report by McLaren in December 2016 which confirmed that more than 1,000 Russian athletes had been involved in, or benefited from, state-sponsored doping.

"An Olympic boycott has never achieved anything", IOC President Thomas Bach said at a news conference.

Many athletes said they wouldn't have felt comfortable had the International Olympic Committee banned all Russians from the Pyeongchang Games.

Russian athletes who can prove their innocence of drug cheating will be permitted to compete under the designation of an "Olympic Athlete from Russia (OAR)", the IOC announced in a news release.

The Pyeongchang games run through February 25.

The IOC also will bar Russian officials who were team leaders at Sochi, and coaches or medial staff who have been linked to doping athletes.
