The report is based on interviews with more than 36 sources, who claim that the president was infuriated during a meeting in June where he received USA immigration statistics.
Tillerson was reportedly frustrated by Trump's anger and accusations, but the president was backed up by his nativist adviser Stephen Miller and his chief of staff John Kelly, who, later in the year, unapologetically lied about and defamed Frederica Wilson, a prominent African-African congresswoman from Florida.
The Times said its report came from more than three dozen interviews, but at the same time, noted that several other people at the meeting told them they did not recall Trump using the words.
President Donald Trump reportedly grew enraged at a June meeting over the amount of visas awarded to travelers from certain countries, grumbling that 15,000 Haitians who entered the United States in the preceding months "all have AIDS" and that the 40,000 Nigerian visitors would never "go back to their huts" in Africa.
The newspaper, in the report on Trump's harsh immigration policy, described how he denigrated Nigerians at a meeting with his officials at a meeting in June.
Mr. Trump had pushed controversial immigration policies since becoming American president in January.

According to the New York Times, Mr Trump fumed to his national security team at the meeting that the number of immigrants arriving was undermining his campaign pledge to erect strong borders.
He was also quoted to have said immigrants from Haiti "all have AIDS", while describing Afghanistan as a "haven of terrorists".
Tempers flared and Mr. Kelly asked that the room be cleared of staff members.
"Kelly, General (H.R.) McMaster, Secretary (Rex) Tillerson, Secretary (Kirstjen) Nielsen, and all other senior staff actually in the meeting deny these outrageous claims and it's both sad and telling The New York Times would print the lies of their anonymous sources anyway", Sanders told CBS News.
The White House is said to have confirmed the meeting.
The White House swiftly responded to the publication yesterday, saying Trump had not used such language although it did not dispute the thrust of the conversation in question.
