Trump also announced that "as of a few months ago", USA troops in Afghanistan have been given new rules of engagement.

"In many cases [for terrorists], it will now be Guantanamo Bay", Trump said in an ad-libbed line Tuesday night.

President Trump announced that he will issue an order to keep the military detention center at Guantanamo Bay, Cuba, open, reversing an Obama administration directive aimed at shuttering the controversial camp.

U.S. President Donald Trump signed an order on Tuesday to keep open the military detention center at Guantanamo Bay after his Democratic predecessor, Barack Obama, tried unsuccessfully to close the prison that has drawn worldwide condemnation.

Trump's planned executive order, first reported by POLITICO, would rescind a prior order issued by Obama.

The prison, which was opened by President George W. Bush to hold suspected militants captured overseas after the September 11, 2001, attacks, came to symbolize harsh detention practices that opened the United States to accusations of torture.

The order says the US maintains the option to detain additional enemy combatants at the detention center in Cuba, when necessary.

President George W. Bush opened Guantanamo after the September 11, 2001 terrorist attacks against the United States in order to hold and interrogate suspected enemy combatants. "Symbolically, it reaffirms his interest in perpetrating a symbol that has greatly damaged the United States".

The office of the Director of National Intelligence said in its most recent report on the subject that about 17% of the 728 detainees released from Guantanamo are "confirmed" and 12% are "suspected" of re-engaging in militant activities.

It's unclear if Trump's order will prompt much reaction overseas since foreign leaders already knew that he wanted to keep it open. Obama transferred 197 detainees out, leaving 41, including five cleared for release. CCR has filed a new legal challenge to the illegality and racism driving Trump's Guantanamo policy and demanding detainees' release.

Mr Trump's order says this review process would continue to be used to determine whether detainees should be held.
