The three countries will meet on Monday for the final round of negotiations, and the proposed duties are set to dominate talks, with both Mexico and Canada expected to press on whether they will be exempt from the tariffs.

Trump's tariffs are based on Section 232 of a 1962 USA law that allows safeguards based on "national security". Trump on Thursday said that he would impose a 25 per cent import tariff on steel and 10 per cent on aluminium to protect United States producers. While the move was seen as targeted at China and other US rivals, it will disproportionately hit Canada, which is the largest supplier of both metals to the United States.
