Syria: Donors pledge about 4.4 billion dollars in humanitarian aid for 2018

The UN's aid agency says some $8bn is needed from the gathering of ministers and aid organisations in Brussels for work both inside Syria and with refugees in neighbouring countries.

In Brussels began work under the auspices of the United Nations and the European Union global conference, the goal of which is to raise funds to help Syrian refugees.

Germany has already given 4.5 billion euros in aid to Syria since 2012. "This is the highest rate in the world in relation to the population of the country", he said.

Eight years into the Syrian conflict, the humanitarian situation continues to deteriorate in the region.

Lowcock said the pledges were a "good start" and welcomed a 1bn euro German pledge and an additional £250m from the UK.

In a joint statement, a coalition of NGO said the "conference did not go almost far enough to provide adequate support to the millions of Syrians in need of assistance and who are left facing an uncertain future".

Some 6.1 people are now internally displaced, more than five million have fled Syria and 13 million including six million children are in need of aid, according to the UN.

The Lebanese prime minister, Saad Hariri, who is facing elections in two weeks, said: "The bitter truth is conditions have deteriorated for refugees since previous year", adding "Lebanon remains a big refugee camp". "That includes the United States, which has been providing more than $1 billion a year to Syria and the region in recent years".

Achim Steiner, head of the U.N. Development Programme, said there was a risk of so-called donor fatigue because of the sheer length of the multi-sided war. "In 2018, the humanitarian drama.is actually at its peak".

The UN Syria envoy Staffan De Mistura had earlier warned that the northern, rebel-held province of Idlib was set to become Syria's newest humanitarian crisis area.

He suggested the Russian-led Astana peace process, sometimes regarded as a Russian and Iranian rival to the United Nations process in Geneva, was in danger of showing its limits.

With fighting still raging, and the northern rebel-held province of Idlib in danger of fast becoming a new crisis zone, European Union foreign policy chief Federica Mogherini called on Russia, Iran and Turkey to use their influence in Damascus, saying they have a "special responsibility" to establish a cease-fire and to press Syrian President Bashar Assad to return to the negotiating table.

United Nations agencies issued an appeal on April 24 urging donor countries to step up contributions to the UN's annual $9.1 billion humanitarian appeal for Syria and neighboring countries, warning that only $2.3 billion had been received so far. "If you look at what's happened and what's been done to people - breaches of humanitarian laws, the weakening of multilateral norms that we have seen for a long time - it's all focusing on Syria", he said.

With nearly 400,000 people displaced since mid-December and tens of thousands pouring in from other regions, Idlib has also been hit by air strikes in recent weeks as fighting continues, Mueller said.
