Seven Russian tycoons, including aluminium magnate Oleg Deripaska, were targeted, along with 17 officials and a dozen Russian companies, the Treasury Department said.

The United States struck President Vladimir Putin's inner circle Friday, imposing sanctions on seven of Russia's most influential oligarchs and stoking a diplomatic crisis some have dubbed a new Cold War.

The speaker of Russia's State Duma lower parliament, Vyacheslav Volodin, said the sanctions "aimed to weaken Russian Federation and its economy".

"Russian oligarchs and elites who profit from this corrupt system will no longer be insulated from the consequences of their government's destabilizing activities".

The report cited "a White House official and a person familiar with the situation", with another source "familiar with the proceedings" stressing that the preparation efforts were "in its infancy". The US joined more than 20 countries expelling more than 100 Russian diplomats and intelligence officers.

Reacting to the US move, Russian embassy in Washington, in a statement on Friday said, "Washington has delivered yet another blow on the Russian-US relations".

Rather than punishing Russia for one specific action, the new sanctions are in response to "the totality of the Russian government's ongoing and increasingly brazen pattern" of bad behaviour, said the officials, who weren't authorised to comment by name and briefed reporters on condition of anonymity. Months later in March the administration slapped sanctions on Russian government hackers and spy agencies, including people named in FBI Robert Mueller's indictment. Many other targets were associated with Russia's energy sector, including parts of Gazprom.

Russia's foreign ministry promised a "tough response" and said the United States had joined the "enemies of the market economy and honest and free competition" as they "use administrative methods to eliminate competitors" such as Rosoboronexport.

As we reported earlier, the USA imposed new sanctions against Russian oligarchs and companies on April 6.

There was no immediate reaction from Russia's government. This is the way to nowhere. Deripaska's conglomerate, Basic Element, said it regretted the sanctions and was analyzing them with its lawyers.

"Certainly the grounds for putting my name on the list of SDNs as provided by U.S. officials are groundless, ridiculous and absurd", he added, using the acronym for Specially Designated Nationals.
