In what appears to be an effort to ratchet up pressure on China to make greater concessions in ongoing trade negotiations, the Trump administration announced today it was moving forward with tariffs and other trade restrictions associated with USA claims of intellectual property theft by Chinese enterprises.

"We feel surprised by the tactical statement issued by the White House, and yet it was also unsurprising", an unnamed spokesperson for the Chinese Ministry of Commerce said in the statement released by Xinhua, the official news agency.

The United States is also preparing to implement investment restrictions and export controls meant to restrict access of Chinese people and companies to American technology.

Beijing has already pledged to retaliate against the tariffs.

The changes come as Trump seeks to crack down on China's trade practices, especially those related to cutting-edge industries that Beijing wants to dominate.

"China's trade practices raise serious concerns but job-killing tariffs aren't the answer", the statement said.

"If Beijing was under the impression that Trump's $50 billion of tariffs were actually on hold, they may find this confusing", Chad Bown, senior fellow at the Peterson Institute for International Economics, said. The National Electrical Manufacturers Association (NEMA) said earlier this month that if imposed, the tariffs would cause "collateral damage" to US manufacturers because many vendors either produce their own products in China or source finished goods and components from contractual partners in China.

"In worldwide relations, an about-face or constant change of positions is bound to damage or squander a country's credibility", Hua said. The Trump administration will announce the final list on June 15, with the tariffs taking effect "shortly thereafter", the White House said.

"The two parties can reach a deal by China increasing imports", Xing said Wednesday in a Bloomberg Television interview from Beijing.

William Zarit, the chairman of the American chamber, said that if trade tensions were to escalate again he could not rule out the possibility of Beijing issuing countermeasures, such as putting more tariffs on American goods, prolonging the review process for takeover bids and tightening visa controls.

NBC reported, "As the Trump administration reached a deal Friday to reduce sanctions on the Chinese telecom giant ZTE, Congress has shown rare unity in working to prevent the president from giving in to the foreign-backed company in a way that would compromise national security".

The latest step follows a March report by the US Trade Representative Office, which undertook a seven-month investigation of China's handling of technology transfers and intellectual property, according to the White House's statement.
