Comey 'deviated' from standard procedure in Clinton probe, report finds; Trump responds

Former FBI Director James Comey broke FBI and Justice Department protocol in his handling of the 2016 investigation of Hillary Clinton's email scandal, but Comey was not motivated by any political bias when he cleared Clinton of any criminal wrongdoing, according to a long-awaited report released Thursday by a watchdog official for the Justice Department.

The inspector general released a report in April finding that Deputy FBI Director Andrew McCabe lacked candor on four different occasions regarding interactions with the media, including providing information to a news reporter about the FBI's investigation into the foundation created by Hillary and Bill Clinton.

The report will review the series of events leading up to Comey's decision in July 2016 to announce publicly, without Justice Department approval, that while he found Clinton's actions "extremely careless", he would not recommend charges against her.

But Trump's claim that former FBI Director James Comey is inherently biased against him and that larger forces within the FBI were arrayed against him in the run-up to the election is completely undermined by the new report.

While some of their messages were anti-Trump, others took aim at lawmakers such as USA senator Bernie Sanders, whom Mrs Clinton defeated for the Democratic presidential nomination.

A few days before the election, on October 28, 2016, an unidentified lawyer assigned to the Clinton probe team referred to in the report as "FBI Attorney 2" said in messages to colleagues that he had "initiated the destruction of the Republic".

While many conservatives are still completely convinced that Hillary Clinton was guilty of egregious wrongdoing in the email case - this fact served as a major argument during Trump's campaign - the inspector general believes Comey made the right call when he concluded that she wasn't guilty of a crime. "We'll stop it", Strzok replied.

The report's findings are set to be made public later Thursday.

Also investigated by the IG was Comey's decision, against the recommendation of the Justice Department, to reveal to Congress that the FBI was reopening the email investigation following the discovery of additional messages.

It does not take a seasoned FBI investigator to deduce what it means to "stop" a candidate, create an "insurance policy" in case of that candidate's election, and "protect" the country against "that menace".

Horowitz also criticized Comey for announcing that the probe was reopening days before the election, before following up days later to once again say it was closed and that no new evidence emerged that would warrant prosecuting the former first lady.

Wray said during a news conference, "It's also important to note what the inspector general did not find".

Regarding Comey, the report found the director deviated from established procedures and engaged in "ad hoc decisionmaking" at key moments during the investigation.
