The program will be rolled out at the end of August and then farmers will be able to apply for assistance.

The money will help soyabean, pork and other farmers, while the administration thrashes out new arrangements with trading partners.

He comes to the table with some political capital, after announcing a $12 billion temporary aid package for farmers affected by tariff retaliation. "He was not going to allow them to bare the brunt of these illegal trade retaliatory efforts of the countries". Those affected economies have in turn targeted U.S. agricultural products, including soybeans, dairy, meat, produce and liquor.

Manufacturers - particularly any who use steel or aluminium - have also been hit hard by the effects of Trump's decision to levy tariffs on the two metals.

"We are confronting unfair trade deals and we are doing it like nobody has ever done, because our workers have been cheated and our companies have been cheated", Trump told a veterans group in Kansas.

"The best relief for the president's trade war would be ending the trade war".

"There may be some scope for Australian producers to pick up some of that [soybean] demand, on the other hand you've got American exports that were previously going to China that are likely being diverted to other markets as well", he said.
